Services

The Accounting Office of Leyte Normal University performs the following important functions for the University and its stakeholders:

  • Financial Recordkeeping: The Accounting Office is responsible for maintaining financial records of the University. This includes recording and classifying financial transactions, such as income, expenses, assets, and liabilities, using Philippine Public Sector Accounting Standards (PPSAS) embodied under the Government Accounting Manual (GAM), and systems via Electronic New Government Accounting System (eNGAS). It also maintains the financial ledgers of all the students.
  • Financial Reporting: The Accounting Office prepares financial statements and reports that provide an overview of the University's financial position, performance, and cash flow. These reports are often required for internal management purposes as well as for external stakeholders such as regulatory bodies like the Commission on Audit (COA), Department of Budget and Management (DBM), Bureau of Internal Revenue (BIR), among others.
  • Compliance and Audit: The Accounting Office ensures compliance with accounting standards, auditing rules and regulations, tax regulations, and other financial reporting requirements. They may coordinate with the state auditors of the Commission on Audit (COA), provide necessary documentation and information to auditors, and address any audit findings, recommendations, suspensions, or disallowances.
  • Payroll Processing: The Accounting Office manages employees’, students’ and workers’ payroll by calculating salaries, wages, honoraria, deductions, and other personnel benefits. They ensure accurate and timely processing of payroll, including tax withholding, remittance of premium contributions and other statutory deductions to Government Service Insurance System (GSIS), Philippine Health Insurance Corporation (PhilHealth), Pag-IBIG Fund, Bureau of Internal Revenue (BIR), among others.
  • Accounts Payable and Receivable: The Accounting Office handles accounts payable, which involves processing and recording payments to employees, students, contract of service workers, suppliers, vendors, and creditors. They also manage accounts receivable, including tracking of payments. The preparation of the Free Higher Education (FHE) billing every semester is also part of its integral function.
  • Financial Analysis and Forecasting: The Accounting Office conducts financial analysis to assess the financial health of the University, identify trends, and evaluate performance. They may also engage in financial forecasting to estimate future revenues, expenses, and cash flows.
