About the University President
Gil Nicetas B. Villarino, Ph.D., RME, is the 5th University President of Leyte Normal University (LNU). A seasoned professor, researcher, and administrator, he brings decades of leadership in higher education, a strong track record in research and innovation, and a lifelong commitment to public service in Eastern Visayas.
Born in San Isidro, Leyte. Dr. Villarino earned his Ph.D. in Education, Major in Educational Program Management at Eastern Visayas State University (EVSU), M.A Degree in Science Teaching (Physics) at University of San Carlos (USC), Cebu City, B.S Degree in Mechanical Engineering at Leyte Institute of Technology (now EVSU), and Diploma in Physics Education at Leyte Normal University.
At LNU, he rose through the academic ranks, obtaining Professor VI and previously served as the Vice President for Administration and Finance, Vice President for Research, Innovation, and Extension, Dean of the College of Arts and Sciences, and Faculty Regent – roles that sharpened his expertise in governance, fiscal management, strategic planning, and community engagement.
He has authored multiple Scopus-indexed publications in science education and physics, earning citations for exemplary research and multiple service awards.
An active member of professional organizations – including the Philippine Association of Research Managers, Inc., Philippine Physics Society, and the Philippine Association for Graduate Education. He has also championed community-based projects in mangrove rehabilitation, coastal resources management, disaster responsiveness and health promotion.
The Office of the University President drives the institution’s strategic vision and overall administration by providing decisive leadership across academic, research, extension, and production operations. Working in close coordination with the Board of Regents, executive committees, and external stakeholders, the office spearheads policy implementation, resource mobilization, and institutional planning to ensure that the university effectively fulfills its mandate as a premier state institution committed to nation-building and academic excellence.
The Offices directly under the Office of the University President serve as the strategic core of the institution, driving administrative excellence, regulatory compliance, and institutional growth. Comprising key units such as the Board of Regents Secretariat, Legal Affairs, Internal Audit, Planning and Development, and Quality Assurance, this executive cluster works synergistically to uphold the university’s mandate, ensure transparent governance, and foster vital partnerships in pursuit of academic distinction and community impact.
