Policies Towards Industry, Innovation, and Infrastructure*
This policy establishes Leyte Normal University (LNU) as a frontrunner in sustainable initiatives, eco-friendly infrastructure, and innovative practices in line with the United Nations Sustainable Development Goals (SDGs), particularly SDG 9: “Industry, Innovation, and Infrastructure.” It guarantees compliance with the national legal framework regarding sustainability and innovation, supporting the Philippines’ dedication to fostering a sustainable and resilient economy.

To incorporate sustainable practices into the university’s infrastructure, educational initiatives, and research endeavors that foster economic growth, protect the environment, and support local communities, all in accordance with Philippine laws on environmental protection and sustainable development.

Guiding Principles
Sustainability as a Priority – Focus on practices that reduce ecological impact, encourage sustainable resource utilization and adhere to the Ecological Solid Waste Management Act (Republic Act No. 9003).

Sustainable Industrialization
In alignment with Republic Act No. 10771 (Green Jobs Act) and Republic Act No. 11293 (Philippine Innovation Act), LNU commits to promoting sustainable industrialization by:
Integrating Sustainability into Curriculum and Research sustainability principles across programs, emphasizing green industrial practices, waste reduction, renewable energy, and resource conservation, aligned with Republic Act No. 10533 (Enhanced Basic Education Act).
Collaborating with local and regional industries to develop sustainable production methods and pollution reduction techniques, promoting the local economy and fostering green job creation.

Eco-Friendly Infrastructure
LNU pledges to develop and maintain eco-friendly infrastructure, adhering to Republic Act No. 9513 (Renewable Energy Act of 2008) and principles under the Build, Build, Build Program, by:
Designing and retrofitting campus buildings with green technologies such as solar panels, water-saving devices, and energy-efficient lighting, following standards set by the Philippine Environmental Policy (Presidential Decree No. 1151).
Maintaining green spaces and biodiversity-friendly landscapes, including native plant species, to support wildlife and environmental resilience.
Reducing water, energy, and paper use through optimized resource management systems, including rainwater harvesting and water recycling.
Fostering Innovation
To cultivate an environment for innovation, as outlined in the Philippine Innovation Act (Republic Act No. 11293), LNU commits to:
Supporting research on sustainable technologies, eco-friendly solutions, and climate resilience in partnership with academic and industry leaders.
Promoting projects that address real-world environmental challenges and encouraging the application of sustainable innovations in local industries.
Actively seeking partnerships and funding to support research and projects on green technology and sustainability, aligned with Republic Act No. 9729 (Climate Change Act of 2009).
Implementation Framework
Leadership and Governance
Establish a Sustainability and Innovation Committee (SIC) to oversee, implement, and evaluate LNU’s sustainability initiatives, ensuring compliance with national laws and standards.
Monitoring and Evaluation
Develop key performance indicators (KPIs) for each commitment area and conduct annual evaluations to measure progress, guided by Republic Act No. 10771, Republic Act No. 9003, and Republic Act No. 9729.
Funding and Resource Allocation
Allocate a dedicated budget for sustainability projects and pursue external funding to supplement university resources, in alignment with Republic Act No. 9513 and Republic Act No. 11293.
*This policy will undergo a review every three years to evaluate progress and ensure it remains aligned with the changing national and international sustainability standards.
