LNU To Empower Palo Barangay-Based Justice System through GeoJustice Project

PALO, LEYTE, PHILIPPINES (May 19, 2026) – Memorandum of Agreement (MOA) Signing between Leyte Normal University (LNU) and the Local Government Unit (LGU) of Palo, Leyte for the GeoJustice Project.

Aiming to improve the local community’s peacemaking efforts, Leyte Normal University officially rolled out its GeoJustice Project in the municipality of Palo.

LNU, through the university president, Dr. Gil Nicetas B. Villarino, sealed a partnership with the Local Government of Palo through the Municipal Mayor, Hon. Remedios L. Petilla, by signing a MOA at the Palo Municipal Hall on May 19, 2026.

Funded by the Department of Science and Technology-Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD), the project is titled, “GeoJustice: Strengthening Barangay Justice through Analytics and PNP-Enabled Monitoring”. It is led by Dr. Las Johansen B. Caluza, with its Project Staff, including Prof. Raphy Dalan, Mr. Rico Combinido, Mr. Cesar Celestial Jr., Mr. Eduardo Tiquen, and Ms. Shiela Paligutan. It is also supported by the IT Faculty Members through data collection, deployment, and implementation.

As a practical way of addressing SDG 9, 11, and 16, the project can help the barangay officials, Katarungang Pambarangay councils, LGU personnel, and PNP officers to make timely and evidence-based decisions to support peacekeeping and conflict resolution.
