LNU Leads Policy Workshop on Leyte Pandemic Response

Leyte Normal University (LNU) spearheaded a three-day policy reflection workshop titled “Adaptive Governance in Times of Crisis: A Policy Reflection Workshop on Leyte’s Pandemic Experience” from April 4 to 6, 2025. The event brought together government officials and staff from Baybay City and Palo, Leyte to examine the province’s governance strategies during the COVID-19 pandemic.
The workshop opened with a keynote message from Atty. Carlo Loreto, who emphasized the need for flexibility, collaboration, and innovation in government responses during crises. He urged participants to share their experiences and insights to improve local governance.
Dr. Jonas Villas, LNU OIC President and Vice President for Research Innovation, and Extension, presented initial findings from a document review and guided participants through a comprehensive analysis of policies and ordinances enacted during the pandemic. These findings served as a springboard for collaborative discussions on improving future crisis response mechanisms.
