Strengthening Governance and Partnerships: LNU’s Policy-Driven Collaborations Development
Leyte Normal University (LNU) continues champion to inclusive partnerships that drive sustainable and policy based community development in Eastern Visayas. By engaging with local government units, regional agencies, and community organizations, LNU actively contributes to the development and implementation of policies aligned with the United Nations’ Sustainable Development Goals (SDGs), particularly SDG 17: Partnership for the Goals.
A landmark collaboration between LNU and the Department of the Interior and Local Government (DILG) Region VIII exemplifies the university’s policy engagement efforts. Through the initiative titled “Powering Decentralization Breakthrough in Eastern Visayas,” the partnership advances research-based policymaking and strengthens local governance capacities. The

San Juan by the Bay Project
Beyond this flagship initiative, LNU has forged several meaningful linkages with government bodies and NGOs that enhance policy dialogue and SDG integration across the region. The university’s Memorandum of Agreement with the Municipality of Sta. Rita, Samar, for instance, underscores its role in supporting eco-tourism and local economic development through the sustainable enhancement of San Juan by the Bay.
Further strengthening its policy engagement, LNU conducted a policy reflection workshop titled “Adaptive Governance in Times of Crisis – A Policy Reflection Workshop on Leyte’s Pandemic Experience.” This event brought together policymakers, researchers, and local officials to reflect on crisis governance and explore adaptive strategies for more resilient policy systems.
Inter-agency Collaborations
LNU also collaborates with the Commission on Population and Development (CPD) for research forums addressing population dynamics and local policy integration, and continuously extends technical expertise to local organizations such as the Bureau of Fire Protection (BFP) and Bato National High School through educational consultations and outreach partnerships.

Together, they organized the forum “From Data to Delegation: Youth Voices for Climate Resilience in Eastern Visayas,” which amplified the role of young people in interpreting and mobilizing SDG-related data— particularly on climate resilience and sustainability.
